A Windrose server is a dedicated multiplayer server that allows you and your friends to play together in a persistent world. Instead of relying on one player to host the game, a dedicated server can stay online and keep the world available even when players leave.
Open Steam, go to your Library, select Tools, and search for the Windrose Dedicated Server. Install it like a normal Steam tool.
After installation, open the server folder and run the start file. This creates the required configuration files.
Stop the server, then open the configuration file and edit your server name, player limit, password, and world settings.

Once the server is running, look inside the server description file for the invite code. Give this code to friends so they can join your Windrose server.
